The real issue is in the systemic barriers that exist. In the UK, there are 5.5 million private businesses, yet only 20,000 organisations have engaged with the Disability Confident Employer Scheme — just 3% at its highest ‘leader’ level. This falls far short of creating an inclusive job market for the 16 million people with disabilities in the UK.
The narrative of widespread fraud is not supported by evidence. Just 0.4% of Personal Independence Payment (PIP) claims are found to be fraudulent—yet this is being used to justify policies that will penalise thousands of claimants.
Headway East London will continue to fight for brain injury to be recognised as a lifelong condition. Brain injury does not discriminate, affecting people of all ages—including those under 22, the proposed age cut off for Universal Credit (UC) health element, who already face a lifetime of challenges.
We call on the government to rethink these damaging proposals and instead focus on creating real opportunities for disabled people, ensuring they have the security and support to live with dignity and independence.
